Instructions
Preheat your oven to 350 degrees F. Grease or line an 8 by 8 metal pan with parchment paper.
Combine the first layer ingredients together in a bowl and mix well. Pour into the pan and spread using a greased spoon to flatten layer evenly. Bake for 5-10 minutes or until edges are lightly browned. Make the sweetened condensed milk recipe if you haven't already.
Place the second layer ingredients together in a bowl and mix to combine. Once the crust layer is out of the oven, spread this second layer over the crust.
Pour the sweetened condensed milk over the second layer and bake for 25-30 minutes or until nicely browned and bubbling. Allow to cool then place in the fridge for 30 minutes to set before slicing.
